requiring right-of-way reservations for subdivisions fronting publicroads, the commissioners agreed with Mr. Miller’s argument that the provision could save taxpayers “a substantial amount of money” since the land would not have to be condemned and dajpages paid later.
And, th$ debate over allowing private streets in subdivisions was resolved with an exemption which allows private streets which serve one house, provided they are built with a right-of-way at least 20 feet wide. The state ‘highway department, Commissioner Susan Parrish noted, will not accept streets into the state system unless they serve at least three houses.
Finally, the commissioners approved a provision that requires primal^ and secondary septic tank and drainfield sites, of sufficient size to serve a three-bedroom house, be designated and reserved on the plat of each subdivision. “The location of the house doesn’t matter — what is important is the location of the drainfield,” Mr. Miller told the commissioners.
