We hear often of juvenile criminals and the plague they are in urban areas, but right here in Rappahannock County, juveniles are presenting seemingly impossible problems.
The Board of Supervisors decided Monday they could not afford to spend $43 a day for the next seven years to reserve one bed in a juvenile detention facility in Loudoun County only to have to give up that bed at the end of those seven years.
However, juvenile offenders are being returned to the streets because there is no place to put them. The law requires that they be housed in separate facilities from adult criminals. The facility proposed for Loudoun County will have a large commons room, classrooms and a gymnasium as well as sleeping quarters. The cost on a per-bed basis for construction is over $120,000 to be split between the state and county.
When it is necesary to lock up a juvenile, the Rappahannock Sheriffs department engages in an extensive search for an opening. Often deputies spend most of a day transporting the juvenile to a facility, often as far away as Roanoke. Another day is required to bring the juvenile back to Rappahannock County for trial.
