If a space cannot be located often the juvenile is turned loose. Commonwelth’s Attorney Peter Luke told the supervisors that judges are reluctant to sentence juveniles to detention because they know there is often no space.
According to Sheriff John Henry Woodward the juveniles are also quite aware of this situation and know that in most cases they will be let go.
The whole juvenile justice system is a failure. The anonymity granted juveniles, erasing any juvenile record when they become 18, generally releasing them into the custody of parents who cannot cope, and expecting the schools to cope when the parents and court system cannot, has led to a total comtempt for authority on the part of many juvenile offenders.
Most juveniles make it through adolescence without finding themselves on the wrong side of the law. Many contribute significantly to the life of the community, their churches and schools.
A better solution must be found for the minority who do not. Perhaps treating them as adults and eliminating the entire special system of treatment for juveniles is the answer.
