has been called the most important court in the justice system, Mr. Payne said, because it deals with impressionable youngsters in court for the first time, “and it has a legitimate shot at turning them around.”
Other cases include custody disputes, domestic violence, child abuse and abuse or abandonment of elderly relatives. “A lot of what you see coming into that court is pretty unpleasant stuff,” he said.
There are some “good news cases” as well: serious first offenses by juveniles with no prior problems
