Mr. Payne said he feels strongly that judges must be given discretion to deal with offenders on a case-bycase basis.
And, he said, new approaches must be considered. One Midwestern judge has imposed two requirements on young offenders: they must stay in school, and they must do well. Until they perform to his satisfaction they must return to his court each month for a progress report on their schooling. “If you don’t get your grades up, you’ll be coming back to his court forever ... A simple idea like that is working.” . .
