and the first kite festival at Ben Venue held last fall came under those terms, but because this is for an annual event, the application was required, he said. Me added that the point-topoint races are also field parties, but are grandfathered in.
Mrs. Eastham said the kite festival will be a low-keyed affair with an emphasis on involving the county. It will be held in conjunction with Earth Day activities April 22, she said, and local Girl Scouts will benefit.
She said she had been visiting schools in the area to teach kite making.
Dr. Krebser asked if she could guarantee wind, and she said her husband Lindsey could provide it. At that point Mr. Eastham asked when opponents could speak about the application
That application also won a unanimous recommendation for approval.
The fifth chapter of the Comprehensive Plan deals with land uses and county services.
The planners asked for a complete listing of properties under scenic easement and in agricultural and forestal districts to be included.
Phil Irwin suggested they also include lists of subdivision lots plated but not built on that could be developed. They agreed that might help counter arguments that very little land in the county is available for building.
They noted that both public schools and private schools in the county have excess capacity.
On roads, Mr. McCarthy suggested they determine approximate routes for bypasses of Flint Hill and Woodville to prevent these areas from being developed. He said if they receive an application for development in the area, they can insist a way be kept open for the bypasses.
He said he would meet with Richard Keller of Kellerco to develop further plans and they could then schedule a further public hearing.
