Beverly Leathers, the head of the county Social Services Department, is not sure what proposals for welfare reform may mean in her ottice, but she feels like she’s been through it before.
And County Administrator John McCarthy, who also serves as a member of the Social Services Board, is concerned that it might turn into another program to switch responsibility, but not funds, onto the county.
Mrs. Leathers said when she first started in social work, there was a program to get people off the welfare rolls and into work. She said she managed to get many people employed, and then the program was dropped, and all but one went back on welfare.
