Last Wednesday, during his annual State of the Commonwealth address, Gov. George Allen remarked, “The citizens of our Commonwealth are the owners of this Virginia government.” He continued to say, “They rightfully expect rational scrutiny of all government expenditures, accountability,, and measurements to determine success.” 1 believe this statement was extremely appropriate, as Wednesday was the opening of the 1996 General Assembly’s regular session.

In making that statement, Gov. Allen reminded all legislators, regardless of party affiliation, why they had been selected by their neighbors to represent them and what was expected of them now as delegates and senators. Whether a legislator is a freshman or entering his or h^r 30th year
