In addition, registration can be done by mail, and citizens can find applications at those same state offices.
Despite federal legislation, Virginia becomes one of the last states to adopt such a law. Lt. Gov. Donald Beyer said 45 states already passed similar voter-registration laws since the Democratic-controlled Congress approved the measure in 1993.
States implementing the law found their citizens registering at motor vehicle offices effective January 1995.
But not in Virginia.
Sen. Joseph V. Gartlan, DFairfax, said Virginia should have enacted this legislation long ago.
“It is truly ironic,” he said, “that we are here today rather than an earlier day when the national voter registration could have been implemented by law.”
