sure. Gov. Allen initiated a court battle .challenging the constitutionality of the law but lost the case. That loss paved the way for its passage this year.
The assembly, Sen. Gartlan said, provided Gov. Allen with the option of pursuing the court case before the legislation would become the law.
“The governor chose to ignore those options, vetoed the bill and as a result ultimately lost a baseless lawsuit,” he said.
Del. Jerrauld C. Jones, D-Norfolk, said the legislation marks a major achievement in empowering Virginians.
