Mr. Luke says that in Juvenile Court they try to “make the shoe fit the crime.” One way to do this is banishment. One of the juveniles in court June 13 was ordered to stay out of the State of Virginia for three years, until he is 21, otherwise he will have to serve jail time. That juvenile will, however, be able to visit family here twice a year. That form of punishment has worked in the past, Mr. Luke said.
