For example, the accompanying driver cannot be under the influence of alcohol or drugs or have his license suspended.

• The licensed driver accompanying the learner must be 21 years of age — instead of 18 — unless the person is the learner’s brother, sister, half-brother or half-sister 18 years of age or over and a licensed driver.

• A teen must hold the learner’s permit for at least six months or until he or she turns 18 years old, before obtaining a driver’s license. This change reinforces the intent of the >1995 legislation that lowered the age that teens may get their learner’s permit from 15 years and eight months to -15 years. The additional time allows "the learner to gain valuable driving ' experience behind the wheel under the Supervision of a qualified driver before receiving the driver’s license. Virginia will now have the longest learner’s permit holding period in the country.

• However, a juvenile must be in good achdemic standing at school to get the learner’s permit at 15. Those not in good academic standing will have to wait until 15 years .and six months.
