Each fire company in Rappahannock has, on average, about 20 volunteers running calls, with a lesser number of volunteers doing support activities.
The fiscal year itself is a source of difficulty. The FLB operates on a July-June fiscal year, while the fire companies operate on a calendar year basis. This doubles the amount of bookkeeping required at the company level.
Each fire company develops an expense budget, based on prior year actual costs, classifying them according to a format established by the FLB. For most fire stations, operating costs have remained relatively static and predictable.
Still, as Fire Chief Buddy Turnmeyer of Flint Hill Company 2 pointed out, something as unpredictable as a blown truck engine can destroy even the best planned budget because of the shortage of money available.
