Under the Virginia Code, the county has available a number of strategies (described in Chapter 7 of the plan, on “implementation”), to regulate and provide economic incentives for desired land use: zoning, value taxation and land use assessment, agricultural and forestal districts, and conservation/open space easements.
Taken together, these provide a local tool kit that can prevent the worst aspects of development.
