When the time to vote approached, Chairman Pete Estes of Piedmont District made the motion to approve the project and asked the other members that, although he had never done so before, they “vote for it as a personal favor to me.” Bob Anderson seconded the motion. The vote was unanimous to approve the proposal and pledge $2,000.
