Where I passed the white plastic trash bag and muttered mild oaths under my breath, John Kiser stopped and collected the displaced garbage, and disposed of it properly.
Where I counted the days that the trash resided on the roadside, John created a concept whose objective was the total elimination of roadside trash and the mind-set that causes it to be sown in the first place.
John sought a means of enlightening the Rappahannock population to the dysfunction reflected in carelessly thrown garbage — his way of getting “a critical mass of people upset” by the trash on Rappahannock’s highways and byways.
Others join in
A first step, John thought, might be to find some money to pay people to pick up the trash, and then use the trash bounties for donation to community organizations.
This scheme had the multiple benefits: people would be made aware of the significance of the trash problem; they would be “paid” to mitigate the trash problem and thus have some hands-on experience with this roadside blemish.
And those payments would be reinvested for community
