Margaret Lee, spoke in support of a salary increase "of at least six percent for teachers and all support personnel." Mrs. Lee also promoted a budget increase to improve pay and provide for recruitment and training of substitute teachers. In addition she called for the Board to consider budgeting for additional compensation for teachers "who use their planning time to cover classes when substitutes are not available," to compensate employees for unused annual leave when they reach the maximum allowable accumulation, and to permit accumulated leave to be used in the event of catastrophic illness of a family member.
During his report, Dr. Gangel spoke of the problem areas that the high school has in meeting State Standards of Accreditation, and related these problems, in part, to the difficulty in recruiting and retaining teachers in certain endorsement areas, especially mathematics. He presented a chart that indicated the "crisis rank" for teachers in Virginia by endorsement area, and suggested that salary improvements are necessary to address teacher supply constraints.
