This week the Virginia Legislators will start a short 30-day session. In order for the scheduled car tax rebate to the counties to occur the State economic growth rate has to be greater than five percent. The projected growth is 3.2 percent. Therefore the income to the State is not sufficient to trigger the next phase of the ‘ car tax rebate of 70 percent. The cost of the rebate to the State is close to $1 billion or about 4.5 percent of the State’s 2001 budget of $24 billion. In order to trigger the next phase of the car tax rebate the governor wants to take a lump sum payment of the Tobacco money of $480 million and count this as income for this year., To balance the budget he is going to borrow against those funds. Then he is talking about saving $150 million in agency spendings more particularly in transportation. He cut the proposed outlay for a Science Building of $7 million for Lord Fairfax Community College. He cut $6 mjlliflh out of the only money available for land conservation. No increase in the teachers salaries, let the counties worry about that. J There are many more gimmicks in this budget, the tragic part is the next governor Republican or Democrat will face ‘ severe financial problems, simply because ideology not common business sense drives this budget.
