A three cent tax increase is apparently none too onerous to the taxpayers of Rappahannock County, for only a dozen or so showed up at Monday s Board of Supervisor's School Budget Public Hearing and only three had any comments. The School Boards proposed budget of $8,954,676 represents an increase of just under 2.5 percent over last year's and requires an increase in the local contribution of about $210,000. In his briefing before the Board of Supervisors, Schools Superintendent Dr. David Gangel stressed the austere nature of the budget request, but contended that the budget did effectively fund School Board goals including implementation of the Effective Schools Model, improvement of facilities, provision of learning opportunities, and implementation of the International Baccalaureate Program.
Dr. Gangel's presentation included an assignment of costs for each set of goal-based improvements. The cost of achieving full accreditation, for example, was established at $56,526 and relates to the cost of retaining an additional second grade teacher and onehalf of an additional high school mathematics teacher; the cost of the goal of accommodating Virginia High School League standards was set at $20,000 and represents conceptual design costs for a multipurpose facility; and $107,522 was assigned to the goal of increasing remedial offerings and reflects the cost of the transition to 4X4 scheduling and the concomitant increase of 15 minutes in the school day.
The total cost of improvements based upon School Board and other goals was pegged at some $587,000 but, Dr. Gangel explained, the fiscal environment dictated reductions in other areas so that to keep the requested increase to the £ounty to a minimum. Proposed "reductions and reor
