Howell says the governor must take the lead in proposing a tax reform package and a spokesman for Governor Mark Warner says he is prepared to do so.
Howell, a Republican, said in a talk to a GOP group last week that he finds Warner personally likable. He’s the kind of guy you’d enjoy playing basketball with.
But, he added,Warner had said he would have a tax reform package ready to present to the 2003 General Assembly session but “that didn’t happen.”
