The Speaker said that Warner must take the lead by proposing a sensible tax reform package to the legislature, and then letting legislators deal with it. He was critical of the Governor’s veto this year of an estate tax repeal bill initially passed by both houses.
Warner spokeswoman Ellen Qualls noted that the Governor had been prepared to offer the kind of package Howell mentioned.
However, she said,when a special commission declared broad tax restructuring a dead issue for the 2003 General Assembly (an election year), Warner decided he would wait until the 2004 session to make his proposals.
