Of course, according to Qualls, Speaker Howell does not think truly revenue neutral reforms are possible.

Perhaps some bipartisan, loose consensus might be possible, even after the partisan attacks and counterattacks of an election year, but it would be extremely difficult to achieve. Instead, proposed tax reform measures could be the big quagmire issue of next year’s General Assembly gathering.
