Ideally, rural rustic roads are dead-end gravel roads, or “loop" gravel roads (a “loop" gravel road starts and ends with a paved road or paved section). VDOT has suggested that the gravel end of Piedmont Avenue outside of Washington and Route 624, Sunnyside Orchard Road, to the end of state maintenance, be considered as candidates for the program.
