More than once, Bob Moore, head of maintenance, and Garrett Moore, resident engineer, both of the Culpeper District of VDOT, stressed that their department does consult with citizens and only follows the law set down by the Virginia legislature.
They do not go out seeking country roads to pave. In answer to one question, Garrett Moore, stated that a citizen has to request a particular road be included in the program.
VDOTs representative also emphasized that “bulldozers are not let loose under this program to clear the trees and other vegetation that often borders rural gravel roads. Trees and other natural features, even if they come down to the very edge of the old roads, can be maintained if they are not a safety hazard.”
Responding to a question posed by Jim Gannon, Sheriff Larry Sherertz stated that he was not opposed to VDOTs
