Payne has yet to formally apply for a business license, but he's had conversations with town officials.
According to Payne, the conversation with Mothershead went something like this:
Mothershead: "You can open a restaurant, no problem. However, if your wait staff is not clothed, then the town will take measures to shut you down.”
Payne: "Well, what is the town’s clothing regulation?"
Mothershead: “The town has no clothing regulation."
Mothershead denied all that yesterday, with a bit of a muffled chuckle. “We spoke in generalities,” he said. "I asked him to file a proposal or request a zoning permit.
