Chappell proposed creating an escrow account of funds earmarked for a new track for the high school.
He suggested placing several sums, including unspent revenues from this year's budget, last year's budget, and unanticipated interest savings realized from refinancing existing school debt into this escrow account. All told, these items would provide $376,467, of which the largest portion is some $214,408 in unspent funds from this year's school budget.
"If we had this plus the sum (in excess of $50,000) from the Common Ground (Ann Spieker Track Fund), I think we'd have a bundle we could show to the Board of Supervisors,” Chappell said, submitting that if the Board of Supervisors determined that there were sufficient funds, the School Board would be able to officially begin soliciting bids.
School Board member Meredith Gorfein (Hampton District) moved to authorize creating this account which was seconded by Stonewall/Hawthorne District board member Kenneth Marlor. The board passed the proposal unanimously.
At the close of the meeting, Chappell and all the board members expressed sympathy and condolences to board member Aline Johnson, widow of Carson Johnson.
