Rappahannock County Administrator John McCarthy spoke briefly to the Education and Health Committee about the need for the relief that the bill would provide. He said afterward that the bill's referral to the Finance Committee was inevitable.
“It (the bill) was going to be referred to Finance one way or another, whether it got action on this committee and then got referred or whether it got referred before,” McCarthy said. “(I was) a little surprised it got referred without action, but it was nice of them to give us the chance to talk.”
