If the recommendations made by the Planning Commission for the Miller Farm Special Exception are incorporated into the conditions by the Board of Supervisors it will be a “taking” of personal property rights and sets a precedent of “taking” for every landowner in the county. The Planning Commission conditions effectively placed The Miller Farm in easement without compensation. It is frightening that the Commission would want oversight not only on the 96 acres immediately surrounding the Manor House but on the entire 600 plus acre residue. Every landowner in Rappahannock has cause for concern.

The recommendations also send the message that neighbors seem to have more influence in the ultimate use of property than landowners.

Much was made in the public hearing over setting a precedent by allowing a special use, obviously to any zoning lay person the precedent has already been set with the approval of Scrutons Conference Center. It was subterfuge and nothing more than a specious argument.

The Commission’s decision was patently unfair. Bill Fletcher was not
