The bills would make a total of 18 school districts eligible to piggy-back in cost-saving agreements.
“Any time you deal with the composite index, it is a touchy issue," Obenshain said. “You have people all over Virginia who feel like they are paying too much and getting too little back, and people in different situations who feel like the composite index needs to be changed because it is unfair in its application to them.”
Obenshain did not consider the bill’s referral to the Finance Committee to be a stumbling block.
“Well have another opportunity to make our pitch,” Obenshain said. “My view has always been that the more frequently you can deliver your message, the more clearly it gets communicated. These folks have heard us once, and they’ll remember us when they hear us a second time.”
