Fanning M. Baumgardner
Fanning Miles Baumgardner, 88, of Washington, Rappahannock County, Virginia died May 28, 2009.
Bom August 7, 1920 ip Pulaski County, Virginia, he was the first baby bom in the then new Pulaski Hospital. He was the son of Frances Rebecca Miles and Harry Baumgardner. His family came originally from Rural Retreat, Wythe County, Virginia. He attended the public schools of Galax, Grayson County, Virginia and the City of Lynchburg, graduating from E.C. Glass High School in 1937. He graduated from VPI (Virginia Tech) in 1943 with a degree in engineering. During World War II he served in the Southwest Pacific with the U.S. Army Corps of Engineers. After the war he continued working with the Corps of Engineers in a civilian capacity, conducting many research studies and projects, including studies on petroleum and construction equipment. He was a member of the Society of of Automotive Engineers and American Society of Civil Engineers. He also continued with his military service through the U.S. Army Corps of Engineers Reserves, ultimately attaining the rank of Lieutenant Colonel. He conducted graduate studies in engineering at Catholic University and in fuel cells at Cambridge University, England. In 19,58, after the federal government’s acquisition of his wife’s family’s Loudoun County farm for Dulles Airport, he purchased a small farm in Harris Hollow, Rappahannock County. He ultimately established an engineering and surveying business, F.M. Baumgardner & Associates, in Rappahannock, working with the county in a number of capacities, including service as County Engineer, Interim Zoning Administrator and Building Official. He worked with Rappahannock’s Commonwealth Attorney, George H. Davis, Jr., Board of Supervisors Chairman E.P Luke, J. Newbill Miller, E.A. McNear and many others in drafting the 1973 Zoning- Ordinance, 1973 Subdivision Ordinance, 1974 Building Code Ordinance, 1975 Soil Erosion and Sediment Control Ordinance, Comprehensive Plan, 1975 Solid Waste Management Plan and other land use planning initiatives. An avid fox hunter, he was a member and Vice President of the Rappahannock Hunt. He established and maintained, for many years, a chnstmas tree farm between Washington and Sperryville. He was a member of Trinity Episcopal Church, Washington. Virginia, serving as Senior Warden for a number of years. He was the local finance chairman for the Byrd For Senate and Godwin for Governor campaigns and was a member and President of the Rappahannock County Lion’s Club.
