Cattlemens Assn, ana urani Moffett, Supv. Market Expansion Section Virginia Department of Agriculture met recently with representatives from the Orange, Madison, Culpeper and Rappahannock Sales to explain approaches to a ‘Check-Off" system for cattle producers as follows: 1. First is by requesting an Enabling Act from the State Legislature which provides permission for the cattle industry to hold a referendum to decide if a check-off syssystem is desired by those engaged in the industry. Two thirds of those eligible and voting must vote for the check off system for it to be accepted. 2. The other alternative procedure is to request the State Legislature to pass a lawleving so much tax on each head of cattle sold. If this passed, it would be administered as any other tax law. The law could be written 60 as to describe the kind of cattle to be taxed and the amount to be collected. Listed below are some of the advantages and disadvantages of each procedure: 1. Enabling Act plus Referendum
Advantages 1. Less political 2. More acceptable to producers because they have an opportunity to decide themselves.
3. If program i6 not successful, it can be discontinued.
4. Less difficult to enforce collections.
