Disauvamages 1. More costly because referendum must be paid for by Association. 2. Referendum must be held periodically and must be paid for by the commission. 3. Program could be discon tinued by the referendum vote which would probably be held each 5 years. This may have an adverse influence on some full-time employees and put some "ifs" on long range programs.

II. State Law - tax program ( similiar to Virginia State Apple Commission Act. ) Advantages

1. Less costly for inauguration of check-off system. 2. Would be more permanent in that it would remain in effect unless a referendum was requested, held, and voted out. (a) More acceptable to fulltime employees. (b) More dependable for plan ning long-range programs. Disadvantages 1. More political and less likely to pass. 2. Less palatable to producers because it becomes another tax passed by the Legislature. 3. Difficult to discontinue if this becomes desirable for any reason. 4. Would expect collections to be more difficult. There are other possible procedures for Virginia Cattlemen to broaden their present self-help programs. The two outlined are the only ones that have received consideration by. the special committee of the Board. Regardless of the procedure, enabling act plus referendum or a state tax law, the decisions as to what kind of cattle will be covered and the amount to be collected must be made.
