Increased Taxes

Richmond, July 15, 1965 — The average Virginia highway user paid $154 in special state and federal road taxes in 1963, the Virginia Petroleum Industries reported today. Ralph G. Roop, chairman of the petro leum organization said that the 1963 per vehicle tax burden for the state showed an increase of $34 over the comparable figure of five years earlier. He pointed out that the highway-user taxes include such items as state motor vehicle registration fees, the federal levies on automobiles, tires, tubes, tread rubber and lubricating oil, and — most importantly -- the state and federal taxes on motor fuel. The present state levy on gasoline is seven cents a gallon, he added, while the federal rate is four cents a gallon. State and federal taxes paid by Virginia highway users in 1963 totaled $249,371,000, of which $133,487,000 represented state levies, Roop said. Motor fuel tax receipts alone accounted for 77 per cent of the state total. Virginia derives a higher percentage of state highway-user taxes from motor vehicle levies than any other state in the nation, Roop added. The national average is 55 per cent. Every 6tate in the nation registered increases in the level of highway-user taxes between 1958 and 1963, Roop noted. He said 1963 is the latest year for which statistics are available.
