rural areas of farm youth and a labor supply. The General Assembly sent the Commissioner of Agriculture abroad to recruit farm help, and changed the Department name to the "Department of Agriculture and Immigration*. These immigration functions were short-lived, and were last exercised briefly during implementation of the displaced persons program after World War II. "Immigration*, hdwever, was retained in the name of the Department, although this term is no longer either appropriate or meaningful. The present objectives and responsibilities of VDA now fall into three broad areas: 1. Standardization, grading and marketing of Virginia's production of food and fiber; 2. Prevention of fraud and misrepresentation of goods and services offered for sale within the Commonwealth; 3. Assistance in creating a climate in which agriculture and related industries can grow and prosper. The laws and services delegated to the Board of Agriculture and to the Commissioner now go beyond the scope of agriculture as it was known in the past. Many VDA functions form the basis of trade and commerce throughout the state. VDA has been delegated responsibility in most instances where many products in commerce are subject to statutory control by the state. Its regulatory, inspecting and testing functions affect the general public, as well as business and industry. It is evident, therefore, that the term, 'immigration'* is a complete misnomer, and that 'agriculture and commerce* will describe present func-, tions and services accurately—the name change is the only change.
