EVERY county around here is going through a familiar annual agony—how to finance necessary county services, mainly education, without bankrupting land owners. The problem is more severe in the more suburbanized counties such as Prince William and Loudoun, but it’s a problem of mounting proportions in Fauquier and even more rural Rappahannock as well. It’s a problem because Virginia counties are forced to raise money for their most expensive responsibility by taxing land and real property.
