THE RECENT upsurge of reported cases of Rocky Mountain spotted fever in the United States is causing health officials to look with growing concern at the lowly tick — the principal vector, or transmitting agent, of the disease to man. Virginia’s 135 cases of spotted fever last year topped all other states in the Nation, and North Carolina was second with 113. Tennessee’s 66 cases ranked fourth behind Oklahoma.
