Salvage Opportunity

The governor sees in the bond issue an opportunity to salvage something in the way of progress from his second administration which, through no fault of his own, has been largely paralyzed by slackening state revenues. Last week Godwin appointed Reynolds to head a blue-ribbon committee of seven of the state’s most prominent financiers to raise the SI25,000 which will be required to promote the bond drive.

Query: Why would a Republican governor entrust what is probably the most important public endeavor of his administration to a man who is not only a powerful member of the opposition party but also the father of one of that party’s major candidates for the second highest office in the Commonwealth?

In any body-politic in the English speaking world, save Virginia, such an appointment would be loaded with political implications, overtones and dark nuances.

There is no question about the importance the governor attaches to the bonds. Although he has endorsed Dalton’s candidacy, he insists that approval of the bonds is such an overriding imperative that he will devote his energies to campaigning for them instead of foj the candidates of his party for governor, lieutenant governor and attorney general. It would be hard to imagine the assignment of a higher priority to an issue.
