“You may well ask what are these outsiders doing, coming in here and talking about our county,” Brooks told the Board. Answering his own question, he maintained that he and his organization were not outsiders at all but fellow Virginians who shared a common concern with the School Board members.
Brooks said he had asked Rappahannock Superintendent O. A. Norton for an affirmative action program on hiring guidelines to bring more black teachers into the school system. There are only five black teachers at the elementary school and none at the county high school, he said. A change in hiring practices would help improve the development of both black and white chidlren, maintained Brooks.
“It’s hard for a black child to have an image unless he sees one. It’s hard for a white child to understand that blacks are capable of leadership unless they see blacks in that position,” Brooks said, as justification for the Caucus’s request for more black teachers. “Since there’s been no affirmative action program from the Board, we want to know what you’re going to do.”
“What would you consider affirmative action?” asked School Board chairman E. N. Montague.
