Luke interjected that those at the top of the fourteenstep scale received 3.1 per cent increases, those at the bottom, 6.25 per cent increases.
Norton warned the Board against any cuts in the school budget. The State Legislature has set educational funding per child at S825 for the coming year, he said. The proposed Rappahannock budget allows only S815. Norton said the law allows a locality to go below the level set by the state if all the standards of quality are met.
“We may be taking a big risk in going below $825. If we do not meet all the quality standards and fund below $825, we will have to return the state’s share of the difference between the funding levels,” said Norton.
“Special Education standards worry me most,” he continued. Norton explained that both the state and federal governments require that localities provide an “appropriate” education for each child. Rural systems can’t provide specialized programs for each type of handicap. That is why Rappahannock is involved with the regional school, he said.
