Newbill Miller agreed that approval by the Health Department afid- other agencies of the self-contained systems would have a definite impact on Rappahannock. County ordinances that control growth are “based on an economic factor and it’s rapidly disappearing,” he said. However, Miller expressed doubt that a comprehensive plan would improve the county’s chances of dealing with development. “I want to see a comprehensive plan that isn’t designed to encourage growth,” he state.
Miller agreed that one acre subdivisions plunked down in the middle of the county could be avoided with adoption of a plan, but he asked if a plan wouldn’t ensure rezoning for areas designated for growth.
