“Appropriate” Education

Bloomer stated that he shared the Board members’ concern about federal regulations that require every handicapped child be provided with an ‘‘appropriate, free education.” The meaning of appropriate has never beep defined, said Bloomer. “That’s the crux of it.” ,“Do we need a legal opinion?” asked Board member Walter Masterson.

Bloomer suggested that the School Board wait until the year the county is required to do the self-evaluatioa before looking into the ‘‘legal ramifications.” The mandate for an “appropriate, free education” is giving all public school officials a fit right now, he continued,
