I have been reading with interest the editorials in the Rappahannock News on preserving the rural nature oi Rappahannock Co. There is no doubt that Rappahannock County is facing major changes in its population and land uses. The County is fortunate that growing numbers of citizens, fanners, business leaders and the newspaper recognize that increasingly rapid changes are in the wind. Time is on the County’s side to rationally manage the coming change through improved land use planning and management along with complementary County Programs.
Managing change is different from rejecting it. The County residents can not retreat into the hollows or post all the borders prohibiting newcomers. Blanket rejections of subdivisions or placing capricious demands on subdivisions over any period of time would probably be found illegal by the Virginia Courts as 1) an unfair denial of a land owner’s right to make fair and economical use of his land or 2) an unfair denial of American citizens right to freely travel and settle throughout the U.S. without discrimination.
