Massie, groundwork on the Standards of Quality for 1978-80, begun at a recent state School Board meeting, includes a provision that “gave me considerable cause for worry because it will cost the county between $54,000 and $60,000.” The proposal calls for increasing the ratio between professionals and students from 48 to 54 per 1000, based on average daily membership, she said.
“If that’s adopted, it will mean hiring six additional professionals for Rappahannock,” Mrs. Massie continued. If the state is going to put added requirements in the Standards of Quality, it should be up to the state to provide funds for implementation, she maintained. “The Board needs to be heard on this,” she advised.
Following her suggestion, the Board members voted unanimously to register protest with the county Supervisors and the State Board of Education on the state’s mandate of programs without consideration of a
