for a sewage treatment plant. The Rappahannock Water and Sewer Authority bought the property from Gifford Miller for $10,000. The tract is located across the Thornton River' from the Rappahannock Farmers’ Coop outside Sperryville, and was once a part of Mt. Vernon Farms. Miller has announced that he intends to donate the payment for his property to a charitable foundation. Funds for the sewer project have been obtained through grants from the Environmental Protection Agency, HUD and Farmers Home Administration. No county money was involved in the land purchase. County Engineer Fanning Baumgardner said funding for the final design work was expected any day. He estimated that construction would be under way within a year, adding that reviews by state and federal agencies would be a determining factor in the time frame.

Sewage will be treated in an aerated lagoon using pipes laid along the bottom to bubble oxygen up through the effluent. The system will be virtually odor free. Baumgardner explained that it is anaroebic treatment—digestion without oxygen similar to that in a septic tank—that creates odors. Aerobic treatment—digestion with oxygen that occurs in aerated lagoons—does not. Special sensors will determine when oxygen levels within the lagoon are down and will then automatically activate the air bubble release pipes.

After aeration, the effluent will be further treated with chlorine before discharge into the Thornton River. Baumgardner noted that, theoretically, the final effluent will be pure enough to drink.

As the five acre plant site is in a floodplain, the sewage treatment lagoon will not be excavated. Instead, it will be built up with a dike to protect the system from flooding.
