According to Washington Mayor Newbill Milier, the biggest obstacle to controlling land use is the inability of lay persons to pass laws that will stand up in court when challenged.
Miller’s remarks came at a two-day land use conference sponsored by the Piedmont Environ men till Council at Airlee House on May 15 and 16. Miller joined government representatives from Loudoun and Albemarle Counties and the town of Charlottesville in a panel presentation on “Local Government: An Endangered Species?”
Paxton Marshall, moderator for the panel, introduced the members as individuals who had been “tested in the crucible of the political arena.” Marshall said he was sorry that the panel members “won’t tell the real story that is back of the story they will tell.” If they did, Marshall maintained, “there might be some changes in our laws.” Loudoun County Supervisor Chairman George Yeager, the first speaker from the panel, announced that he believed local government and state government were partners but was “beginning to wonder if our partner is an asset or liability.”
