Delegate Beard is Chairman of the Board of the Second National Bank of Culpeper as well as Director and Secretary of the Culpeper Broadcasting Company. Before his election to political office, Mr. Beard addressed the RLEP members on general matters pertaining to environmental issues. Since haveing served in Richmond he can bring to the organizaton insights on planning gained through experience.
Mr. McNear has been grappling with the issue of land-use planning in the neighboring county and has had direct experience with this subject on a local level. He has been asked to express hs views on the need for and effectiveness of such planning.
Because this topic has become controversial in this region the Board of the RLEP urges the free expression of views by the public now and believes that this forum offers such an opportunity.
