In the letter, Jacobson applauded the decision of the Rappahannock Board of Supervisors in 1974 to maintain public rights-of-way to the edge of the Park. However, in reply to a question on what type of fringe development was proposed along Park boundaries, Jacobsen noted that “the growing need for adequate parking areas and other road and trailhead facilities” along with “protection of trails which lead across private lands into the Park” had not been resolved by the Supervisors’ action.
