“To keep rural areas rural, it’s absolutely essential for cities to remain livable places,” stated Charlottesville Mayor Nancy O’Brien. “It’s as important for the farmer to be interested in the health of cities as it is for urban dwellers to be interested in the Health of cities.” She added that it was also necessary for rural areas to take care of the service needs of their citizens in order to stop migration from country to city. She noted that bad land use decisions had been made by both cities and counties in their competition for tax revenue and stressed the need for regional land use planning and cooperation between neighboring jurisdictions. Newbill Miller introduced himself as “a very ordinary fellow when it comes to this group here” rather than being an expert or a politician. As Mayor of Washington, he noted that his little town iwth a population of only 189 has no trouble with subdivisions and development. “But Rappahannock County does have a very serious problem,” he added.
