Estes explained that the Highway department tell heir to the old turnpike when it ceased to be maintained by the private company that had managed the toll route years ago. Instead of Easton owning to the center line of the road as is the case with most county roads taken into the state system, the Commonwealth of Virginia holds title to all of the turnpike land. Estes said.
"Something's not making sense," interjected James Costello, a friend who had accompanied Easton to the BZA meeting. "There are seven houses built partly on that land all the way up the mountain (to Chester Gap)."
