McDaniel noted that the special education plan called for two new positions: one teacher at the high school for both learning disabled and educable mentally retarded students and an aide. He reported that enrollment in Rappahannock’s special education programs had increased from 19 last year to 89 in December 1978.
“Why do we have so many more students now than we did before?" asked Board member Arthlinda Quaintance.
Mandated Programs
Referring to federal and state law that mandates a ‘‘free and appropriate" education for all handicapped children, McDaniel said that the school system was required to provide a program for these students once they were diagnosed.
